Each "country" fought and got its independence mostly by its own, and the "capital" (Perú) was the last one to gain independence -and it was mostly forced to do so by its neighbouring countries. Thus each independist movement created its own government and nation.
If independence struggles had started and been organised by Peru from the start, maybe we would be a single nation today.

Thats not how unification works. It could work between small countries or smaller parts of countries, like Tibet or Crimea, that can be incorporated with little amounts of funds and legislation, by force or otherwise. But unification under one government requires a lot of time, money and effort. The richer, more capitalist countries absorb the poorer ones, no doubt will cause some leadership issues over who should call the shots after the unification. This is before you consider all the rampant corruption thats taken hold of many of the said countries.

The reunification of Germany is to have expected to cost $1.7 trillion Euros in total until today, from outside sources and funds from West Germany. A reunification of the Koreas is expected to cost much more. Something like this would probably not even get accepted just when looking at the money required.
