Nope. This movie and the last one made it perfectly clear that he just wanted to build a home for his people and didn't want to interact with humans at all. The only apes that wanted to exterminate humans were Koba and his followers and Caesar's literally spent two years in between these movies trying to clean up the mess that koba started
