As far as I know Tallin and Narva are majority russian speaking.

The 25% are Russians living in Estonia. If you want to find an Estonian who can speak Russian you need to find an older person because the youth speaks mostly only English and very little Russian.

Tallinn doesn't have a Russian majority though

Tartu has a fairly small russian speaking population unfortunately. You'd probably be more likely to find a Russian student studying there

Tartu is pretty much all Estonian. Narva is the go to place to be around Russians.

Narva is a ghetto, though

Not anymore. Since 1991 everyone switched to learning English and younger generations usually don't speak any Russian at all.
