Rifles are pretty lame here. Unless you want to spend thousands and thousands on a long range setup or own your own property. I would seriously suggest getting your Cat H and shooting IPSC. Most cities have a range within them if not very close proximity. I live 15mins from my local pistol club yet 50mins from my nearest rifle range. I have property as well, but that is 2.5hours away.

Its easy as piss to get your license, just apply at cop shop, wait for ages, do safety course which is impossible to fail. Then get license.
And its hard to give you a figure without knowing what you want the rifle for. But most people start with a trusty .22 bolt gun, and they go for $300 to $400 for the budget range, $600 to $800 for the quality range (id go here since it will likely be an heirloom eventually) and $1000+ for competiton grade shit. Add $200 to $300 for a good scope and rings and you're ready to shoot.
