Japanese speak broken English because they just aren't used to pronounce such words.

You've already demonstrated vastly superior English skills to most of the people I know, so I somehow doubt it. From Ebonics to Deep Southern mush-mouth to Creole Swamp mush-mouth to Great Lakes mush-mouth to Surfer-bro mush-mouth, you're likely to find a wide range of English speakers who can't fucking speak English to save their lives. And that's just America - when you add in shit like cockney and whatever the fuck bogans "speak", you'll start to see a drastically varied ability throughout even natives.

The thing that makes English hard to read, right, and speak in complex, specialized, or educated terms is the lack of rigid maintenance of grammar, but that's also what makes it so easy to learn to communicate in idiomatically.

For instance, I could correct you by pointing out that "English" is a collective nominative adjective, so you should write "speakers" instead of "speaker". In a real world conversation, you could tell me, "Fuck off, I'm not in English class," and most people would support you and tell me I was being a grammar Nazi.

tl;dr - Japs probably aren't the worst at speaking English; I'm a fucking professional linguist and I can't understand half my neighbors

The real question is, why is their English so shit when they fetishise it so much?

I blame their shitty school system. It is all about testing with zero focus on practical skills. I have seen some of the English homework their school kids get and it tends to be things that are weird to read even for a native speaker and their only goal is to find an acceptable answer not to actually understand it.
If you took the top students aside after a test and asked them to explain each passage to you almost none of them could do it.

The ones with passing English actually travelled overseas or spent a good deal of time consuming English media and talking to English speakers.

Change Konglish to Engrish and you've honestly just described Japan. Or is it turned up to 11 in Korea?

I know Japan does it but it feels different in Korea, like they think their English is good when it isn't. Japan seems to be more self-aware that their English is shit.
Also it's turned up to 30. The current govt. is trying to stop it though and have banned after-school English classes for primary school kids. Of course the parents that can pay for private classes are still able to send their kids to classes so all they govt. did is fuck over a bunch of poor families and primary school teachers.

I remember how sometime around early 2010s 3 Korean Tekken players came to Moscow for an annual Russian fighting game tournament. One of them had serious ambitions about becoming a Korean-English interpreter, and his English was abysmal, to the point that even his mates were mocking him about it, lol. They were awesome lads, though.

No problem because at least we can communication a little bit in English but no one here can't in Japanese.

If you speak slowly, clearly and avoid using complex English you shouldn't have trouble finding at least one person in a group of people under 30 who can converse with you.

oh im korean and speak pretty fluently so i have lots of korean friends, i was just speaking about how there are no japs here.

Even if you go to those countries, most people have some English ability they just don't use it much and if it's the French (at least the Parisian ones) they will pretend not to know any English until you at least attempt to talk to them in French, then they will bust out perfect English and help you with whatever you needed because at least you made an attempt.
