Those are the group of people who self identify as Indians (and live like so). It's more a social difference than racial.
Take for example brazil. Almost the entire state of Amazonas is native, but they don't identify as Indians for some ridiculous protections laws created in the 80's that take part of their citizenship and handle their lives to a bunch of liberal tree hugger who basically force them to live in the jungle under some tribal laws.
