is south korea the only non former communist bloc country to be so enthusiastic about building commie blocks like this? why build such ugly buildings? seoul has got to be one fo the ugliest cities in the world.

Honestly cities like NYC and DC need to take a page from Korea and Europe and build commie blocks. Marginal aesthetic value is a minor consideration when you are comparing housing 50 families in 1 acre vs 5 in a city where 2 bedroom apartments in oldass ugly roach infested buildings in the outskirts cost $2000 per month.

You are confusing tower blocks with public housing. Most public housing projects are tower blocks but that doesn't mean the inverse has to be true. Manhattan is full of luxury towers with hardly any blacks in them.

It's so weird taking the train from Incheon airport to Seoul and going past endless rows of those buildings with the huge numbers on them. The numbers must have been like 10 meters high.
Looked like some futuristic incubation human cattle center.

Literally every fucking country has "commieblocks".
They're just called "apartment buildings".
Commieblocks are efficient, cheap to build, extremely fast to build, incredibly cheap to maintain. And their modular design allows commieblocks with more smaller flats or less bigger flats depending on the target audience (young small families or larger ones)
Most importantly - urban planning based on apartment buildings/commieblock does not cause dramatic urban sprawl like you see in Los Angeles, forcing to you spend 4 hours a day in a traffic jam.
