1st world countries rely quite heavily on yesterdays telecommunications technology in the consumer sector and are slow to adopt newer technologies, a thing of relative ease when you can build from scratch like in 3rd world countries, so there you have it, you're in the 90s dial up world while a place like romania has ultra-nigga-bytes-per-second fiber optics etc

The same carrier offers 2GB for $40 a month but I imagine most people stick with the basic plan.
