Get Cartoon Network to stop being cheap as hell and find a more suitable animation studio to produce an animation style that actually flatters the art style if they really want this to be airing on TV.

That 90's anime style is really starting to look dated. I remember reading "Even a monkey can draw manga" years back and one of the things they talk about is the then-contemporary(1990's) trend of manga artists learning through TV anime, which had an effect on their art style since they weren't learning those techniques traditionally. That's what 90's anime looks like to me; like generation loss in art form. A same issue happened with comic artists in the big two/Image in the 90's as well.

No there wasnt. Artstyle and plots were as homogenized even in 90s and 80s. Japs could not get into plots back then or now. But that is why i like more Slice Of Life anime nowdays like Aria, mushishi and amanchu.

That is 100% false, Tiny Toons & Animaniacs are not supposed to be about classic animation, they were about how much Ghibli can we shove into a TV budget which is much larger then average then normal but not Ghibli grade for a 22+ minute cut and how much (Pre-Eva) Gainax can we shove into a US kids show when the censors are much more cut throat then our Japanese counterparts with some classic US animation placed in there for good measure.

It depends on what you're looking for. The quality of animation was impressive, undoubtedly, but they were still learning things. More frames doesn't automatically mean a better animation. The Dover Boys in 1942 had some of the first notable use of smears and looks downright fantastic (memes or not I honestly adore it), but it had a LOT of critics at the time. It's also important to keep in mind that the ratio of big budget to small budget/independent animation was vastly different then as well.
