Nah, think about how often time travel shenanigans happens across the franchise history, then extrapolate that out across all of starfleet's exploration fleet.
Shit all you need to time travel is a bajoran orb, some chronotons, or a bird of prey.
It makes sense to have a department dedicated to temporal investigation.
Multiple characters in the franchise have lines about what a pain in the ass temporal mechanics are.

What are you guys referring to? The only time he broke orders in the movie is when he stole the Enterprise in 3, and he didn't seduce anyone either, just the date with the whale biologist to help steal that too, and the changeling in 6 kissed him.

A lot of it is that tne federation itself was much less strict in TOS. For example, in the Romulan incident when they head to the neutral zone. Kirk breaks the treaty by heading in and attacking a Romulan ship as essentially an act of vengeance. But the federation is out of contact and backs him up once they finally get back to him. He didn't technically break the rules no matter how you slice it, but that's a very cowboy, rough and tumble thing to do. It's just that the federation itself was much more rough and tumble in TOS.

It's not really the same thing. The TOS enterprise is on a years long mission of exploration where they're beyond the borders of the federation and mostly on their own.
In TNG they never seem to be more than a few days away from a starbase or federation outpost.
