Okay, let's talk about what the show "showed" me.

It showed me a scene where qyburn used a ballista, from less than 100 feet, to pierce a dragon skull. It was the same size as a ballista, and the munition shot was the same size munition ballista use. From that distance, it proves nothing of new capability considering they haven't even tried using a ballista on the the target before. And even if it did, they have no reason to believe ballisa aren't capable of doing that without modification IF THEY HAD BALLISTA IN THE FIRST PLACE.

It seems that the issue is more with the size of the projectiles. Arrows aren't effective but spears and ballista bolts are. Somehow the issue is one of momentum and mass rather than speed and force.

Surely it's a matter of generating the force to push scales aside and arrows which are based more on penetration rather than stopping power prove ineffective, whereas objects with larger mass can generate more force due to larger mass at the same relative speed.
