What makes Victoria so great is that it is the warmest city in Canada in the summer (it hasn't been below 0 degrees as a daytime high in like 4 years) and gets less rain than Vancouver. Unlike average American cities over 200k people, there are to deserted areas with homeless people and poor folk. There is a large park (Beacon Hill) will lots of great landscaping and a view of the Juan de Fuca Strait.
All I know about Kingston is that everyone goes 140 on the 401 as soon as the lanes swell, which is nice

Chitre is very comfy. It is rather a town or a very small city. It is the 5th or 4th most populated urban area in a small country like Panama after all. But it is very safe and it is the more city-like place you can find in Azuero (Which is one of the best parts on the country imo).
Also, It will become the city with the longest system of bike paths in Central America by 2019.
