Congolese (and Africans) in general need to know quite a few languages, even the uneducated ones. For example there was this guy in my class, his mother tongue was Swahili, but he grew up in Kinshasa, so he spoke Lingala with his friends, and wrote answers in French because it's the sole medium of instruction, and could still speak decently good English enough to study here in English.

Are you crazy? Congo never had any experience with democratic institutions or any culture of civil service imbued onto it by the Belgian. Development wise it was very bottom of the barrel since education was such a shitshow in the Congo that generating university graduates was extremely small because the educational system was non-existent.

Also it had a fuckton of cicatrices, abuses and wars inside it's borders as well as huge Cold War interference.
