It's not that bad, but Oulu does have a drug problem. Half of all drug store robberies this year in Finland were in Oulu - last year it was one quarter . We've already had 5 robberies this year, compared to 3 for all of last year.
Some of the drug store robbers were caught high, so we're not talking about smart operators here. Their motivation was drug debts. Dealers must be putting on the screws.
