Different political system and politics in general. New Zealand would essentially being tossing aside their sovereignty and power on these matters. Too late for merging now that identities are entrenched anyway. They option to join us was available. Australians want it, New Zealanders don't. New Zealand gets the benefits of being part of Australia, whilst not actually being part of Australia. It has little incentive to do more, it doesn't even have incentive to do things like join military or currency.
