Saw some of these toilets in Belgium. Do not see the point of them considering a proper toilet was never far away.

I would assume they had some big issue with men peeing on the buildings in the late nights. Little space to build a full sized restroom.

Still they are open enough that only people that otherwise would have pissed somewhere there (house entrance, bushes etc.) anyways because they are drunk or what ever.

They arent intended for use during the day but at night when people are drunk etc. so they dont have to piss on buildings or on the street.
