I go to a diner or a bar like once a year, and I leave a big tip when I do. I have never used any of the other services in that pic.

I tip every service that isn't a cashier because I am not poor. Contractors don't get tips because they're already getting paid well here and I personally know them. Might take them out for diner if it is a special occasion.

Anyway the card is akin to the one for the retired people, but unlike them I have to pay for using transport. It's around 10$/month.
