Not really. What t800 did wasn't really a smart option. It was probably one it thought was the quickest option.

If it had been smart, it would have stolen the clothes from some place empty or even waited to find someone alone and mug him. Now it just left behind a lot of witnesses and a potential hazard for itself.

They weren't very good then either.

The T800 had no idea where the T-1000 was or how close it was to finding John, it needed clothing to blend in and a quick mode of transport, motorbike + gear makes perfect sense. It didn't even remotely have time to snoop about and steal clothes without being noticed, the absolute priority was finding John before the T-1000 did.
Likewise a brawl in a biker bar where a bunch of dudes got the shit beaten out of them isn't exactly going to make headlines. Maybe someone would say something about this dude not even flinching, throwing guys through the air like they weighed nothing etc. but it would take a few days at least for someone to line up the dots with the other events across the city (the shootings in the arcade, breakout at the asylum, standoff at Cyberdyne). Then maybe someone could just begin to figure maybe something weird was going on, by which point the T-1000 and the T-800 had both already been destroyed.
Under the circumstances going to the bar was the smartest move, a calculated risk.

I think it's a combination that uses his brute force the most and social skill the least and it's quick.

Surely in a normal world the police would have been informed about the bike he stole. But this is the risk he has to take.

It always bothered me the T-1000 was able to mimic the fat guard in the asylum,even though he only came in contact with his shoe. All the others he sampled physically before imitating.

It's amazing how Cameron's masterful action direction transcends even into this. It's seriously exciting and just makes me want to watch the real T2 again.
