Every leader does publicity, also called "propaganda" if you so choose. In a democracy it's usually for advertising purposes (convincing voters to vote for you). In a totalitarian system this publicity is to ensure consent of the governed who don't have a say in the system.

You play military dress up to court the nationalist vote. You play multiculti dress up to court the liberal vote. More educated voters will understand it's cynical and propaganda.
