California's biggest problem is that the Democratic Party in California has realized that they don't need to appeal to "native" California residents (that is, people who can trace their ancestry in the state even 30 years back). California has had massive net domestic emigration for more than a decade. But that doesn't matter, because they can import Mexicans. Mexicans and latinos in general have lots and lots of kids (us latinos love popping out big families, I'm the oldest of 5 children but the overall US birth rate is 1.8 kids per woman). So the ruling politicians in California are focused on getting votes, and because they're not morons they know that pandering to the ethnic group having tons of kids is the way to win in a democracy.
You can't really solve this problem unless you massively subvert democracy. Or you go all-out with enforcing the border. I mean literally prioritizing our military to police it and enforce martial law along the border. And that's never going to happen.
