You're using anime as your criteria for decent animation, but anime is something that is mass produced through budget cuts and sometimes outsourcing to Korean and Chinese animators. The average budget of an anime episode is ten times lower than that of an American cartoon, sometimes even less, so it's not really that Japanese anime has better quality than any other sort of animation. It's just more stylized, with storylines that may appeal more to your average young adult and that's the whole charm of it. Most of seasonal anime is actually pretty poor in actual quality, barring the ones with talented people working on them(which are very few because of outsourcing).

But they hardly animate shit. They either use CGI to fill in gaps or there's like 2 frames for a whole action. And when they really want a lot of movement it's industry standard to have a chibi/low quality version of the character to anime, and this is accepted by weebs. It looks cooler in still frames because they put all the emphasis there in the character designs and facial expressions, but it's total garbo in motion.

Americans and leafs can animate when we want. Avatar/Korra, Young Justice, Batman Beyond, etc. Most of our resources are wasted to fund garbage because shit taste sells. If Americans decided to make anime, it would blast nip animation out of the water, though American taste is a little more harsh and bold so that quality would show in the products. Devilman Crybaby for instance. (inb4 netflix is saving anime.) That's totally something an American would like. Expect guns, explosions, fast cars, and other typical American things. Not so much SoL or atmospheric.
French can animate but they don't. I assume they're all on lunch break from 10 AM to 3 PM. And when they do, they're usually trying out some weird method like using flash (Wakfu) or cgshit (Ladybug).
Chinks and Koreans are learning how to animate, but they can't write stories or characters worth watching so it's a useless endeavor.
Everyone else is too poor or their cunt is too small. Or a case like ausfailia where everyone is drunk 24/7 and can't work. Or like Germany, where they don't have any concept of art and would rather be autistic about designing wrenches or more efficient screw designs.
Nipponese are the only ones playing the game so they win by default.

I can't think of a recent cartoon that became big outside of France other than WakFu, and even it has more of a cult following than anything else.
The entire French cinema industry, animated or otherwise, is propped up by government investment. France is the country of cinema nobody watches.
