That's my plan, actually. Is immigrating to Quebec really as easy as it seems? Apparently I'd get 60 points on the Mon Projet thingy by just being a CS graduate with no experience nor job offer who happens to speak French and English fluently, which is well above the 50-point threshold.

You certainly have an advantage over many candidates for citizenship.

It just seems so simple. Most people here are expected to go to college anyway since it's free, and since language learning is a hobby for me, achieving fluency in French and English shouldn't be too difficult. I thought that having a job offer in Quebec or significant work experience would be a requirement.

Well sure can't expect them to take your case seriously if you've not researched companies hiring / contacted them. Check for international work gov programs anything to get a foot in the door.

I think our system is certainly more relaxed and open than it used to be which is probably where the misconception comes from, but that doesn't mean any random person can come here. You still have to be well-educated, have no criminal history, have a variety of work experience, and a lot of money. The process isn't easy for refugees either.
