It's just 5 highrises. It doesn't make it a future dystopia. In fact mostly it's the shopping streets and restaurants which give this flair. I couldn't see any of this when I was in Moscow. It was just plain grey everywhere.

Definately China. Separation of state into two classes, making it impossible for civilians to become politicians, without nepotism. More recent industrialization under the communist influence. The government manipulates their economy; civilians have no right to their patents, too. Over-fishing of foreign waters and imports coal from NK, who is their economic ally. The effects of this enable the government to control its people, limiting their civilians from otherwise living comfortable lives.
