I have a book on flags, I'll say what it says about these flags in case you're interested.

The flag was adopted during WW1 as a show of solidarity with the allies, USA, France, Russia, and UK.
The colors stand for; Red (blood shed), white (purity of the people), blue (monarchy).

It's not a very interesting flag, but your picture does leave out the emblem that is on the Costa Rican flag.
But the colors are them simply copying Revolutionary France, for some reason, however, the emblem. Seven stars represent seven provinces, and the volcanoes represent the geographical position, as Costa Rica separates Atlantic and Pacific oceans.

You can remember which is which like this: Thailand's flag is like it's women, they're woman on the outside, but they're actually men. And Costa Rica is just the opposite colours.
