That's pretty much how it works though. Notice how your country doesn't have a murder rate of 0 per 100 000. Preventing every single violent crime is impossible, and even if it were possible it would require so many resources that the investement couldn't be justified. As he pointed out the chances of getting affected by any of this shit is 2017 was supposed to be the deadliest year for mass shooting (note that mass shooting is a category that encompasses more than just school shootings) this decade, yet only 208 died as far as I know. For a country with 320 million people that's pretty much totally statistically irrelevant.
