If the person undercover has to sweeten the deal in any way because the person they're trying to get is getting cold feet or changing their minds, then it's entrapment
If an undercover agent offers drugs to someone and they buy them up front it's a legal bust
If the buyer says no, and then the officer offers to lower the price or increase the quantity et cetera, then it's entrapment.
