I think it's because many of the popular DS9 episodes are in the later half of the series during the Dominion War Arc when the episodes where more serialized and even stand alone episodes have Dominon War plot elements in the B or C storyline. VOY and TNG episodes had mostly self contained stories so it's easier to go back and watch a random episode without having to watch an earlier or later episode to complete the story. With DS9, people are more likely to benge the entire arc or atleast a season as a whole then to just watch a random episode in the middle of the story.

"Clues" is the only random episode on the Netflix list.

All the CGI for DS9 was done for TV in digital format by a third party that doesn't exist anymore. If Seth McFarlane could pull strings and get the people who did the CGI for Cosmos and The Orville to do it for cheap it might happen, but CBS probably isn't willing to chance something that would end up being that expensive, especially after how the TNG blurays sold.
