Even the loopy eye shit wasn't CGI. It definitely had some CGI scenes for the creature stuff but the parts when Pennywise was an actual character was all Skarsgard. The physical aspects of the actor, especially the fact that Bill is a lanklet and how he chose to portray his movements added a lot to the character being unnatural and creepy.
