Not only are they supposed to be very uncommon by Luke's time, they should also be extremely hard to use (granted, Vader does make a point in that page of saying they're both scrubs, but I don't feel like a non-Force user should stand up to a Jedi in training at all)

Kylo is ultimately overpowered and detained by Luke, and while in captivity Rey and him develop a bond and he at one point tells her something that infuriates Luke, causing him to destroy the hut they're in.
>Meanwhile, Finn joins the Resistance and develops a relationship with Kelly Marie Tran's characters. There's conflicting reports on who she is, either a Resistance pilot/mechanic or a defecting Stormtrooper like him.

At this point, Luke has only clashed sabers like twice in his life, and hasn't begun any sort of training with Yoda.
And also, that Stormtrooper is Kreel from the Arena, so with the exception of the 5 seconds Han, Leia and Chewie tried (and failed) to use Lightsabers, he is the only non-Force user in the comic to use a Lightsaber, and the only non-Force user with a Lightsaber in the Empire that we have seen.
So it's not like this is a common thing at all, it's just that the Star Wars comic is using this particular character as a recurring villain, because they need a guy weak enough for Luke to stand a chance against.
Also just a throwback to the original concept of Stormtroopers wielding laser swords in ANH, but after Kreel I doubt we'll be seeing it again.
Anybody can swing a Lightsaber, but usually nobody does because it would take some kind of magic sensing ability to block laser shots, and that's just silly talk!
