Don't a lot of places film somewhere in Canada because it's cheap compared to LA? I want to say Vancouver

yes, there's tons here in vancouver. obviously nothing close to LA, but regionally it's huge
it's partly artificial, the government gives film producers huge tax breaks to work here, but there are a lot of people employed in the field and the longer it goes on the more expertise is accumulated here, I guess

well yeah taxes that's why they always film in the same areas for movies because they have better tax laws so you'll see a lot of Atlanta based shows in america or movies in canada or china for these same reasons

If it's set in Chicago, there's a good chance it's filmed in Toronto.

I've driven through Atlanta a bunch of times on I75. That places scares the fuck out of me when I have to get gas around there. It's 100% very scary looking black people yelling at each other and looking like they want to shoot me. I'm sure there is an awesome part of the city I missed, but I never want to go there again.

The majority of films and TV shows released these days that take place in major U.S cities are most likely filmed in Toronto or Vancouver

Arrow, The Flash, Legion and Riverdale are all filmed in Vancouver to name a few
