He used to be, until 1986. Then DC thought that Superman is a normal American dude and a serious and gritty hero, not for kids, purging most of his mythology.

But LOSH and both Jimmy's and Lois books may push him near a tie, but still batman gets the lead, I think that golden age batman and silver age batman being the same character with just different characterization is what really gives batman the advantage. Batman never got a real reboot until new52.

Even new 52 wasn't a clean reboot for Batman. He retained a lot and even the missing stuff was added quickly.
