As far as I can tell, everybody from Atlas is an asshole, but ultimately knows what they're talking about.

Stuff is actually happening with RNJR, there's a plot.
Weiss and Blake are filler for the actual plot of the show. Nothing is happening with them besides Weiss growing insecurity problems and everyone in Atlas besides Ironwood is basically Shinra 2.0.
Weiss and Blake are the biggest problems with this volume.

Admittedly Atlas also failed, but they at least tried. Vale, on the other hand, by all appearances had fucking nothing to defend them. Not even police units that pull double duty as a military like some demilitarized nations have, the only defenders Vale seems to have are its Hunters. And that's just fucking stupid
