The writing was weak and Hamil was starting to show his age by then. I'd say peak Hamil was Return of the Joker. Some of his deliveries in the flashback were downright powerful.
Hamill is a mixed bag. Sometimes he gives it his all and sometimes he phones it in.

Hamill was peak all the time.
He's Arkham City performance was pretty good too. It really captured the dying and aged aspect.
I'd say Arkham City because they played into Hamill's age by having Joker sick throughout the game:

Nah. The Arkham games came out long after Hamill had lost his ability to hit the high notes or at least sustain them for any length of time. He made his age work and sounded good, but it wasn't peak Hamill-as-Joker.

Arkham Joker kept slipping into Mark Hamill's normal speaking voice, something the cartoon Joker never did.
I think Arkham Joker was definitely well past Hamill's prime.
Thats not Knight, it was probably the best joker in a long time and he was not even real
