There was no real reason to give the garbageman a fake background since he was just a trigger-finger bio-drone. Oshii's take was more interesting, the guy still functioned like a sane human being, only with a fake backstory he was convinced that he was doing something innocuous when he was actually fucking with the police. That's much more interesting than a guy being brainjacked and made to fire a machine-gun. In Oshii's one it seems to be suggested that some of the original guy was still there despite the fake memories since he couldn't be compelled to do something totally nuts like start shooting at cops, in the new movie hackers can just turn anybody they want into a puppet and start playing GTA with them.

In all seriousness, GITS wasn't horrible. It was "meh". Had great visuals, could've been way better though. Had a lot of potential. I will say this, it's at least one of the better anime/manga adaptations out there. Maybe one of the best ever.
