Could have been, Sack was fed the fuck up with him by then. He never really liked Tony to begin with. It seemed fucking everyone was a selfish prick, you only ever see it explicitly in Paulie, but everyone is just working for themselves. Phil actually had time to build up to being a good antagonist and was the only villain that lasted a season. Ralphie and Tony had build up to but in a way I think Tony mercy killed Ralphie because of how his kid was going to be a vegetable his whole life but there already was plenty of motivation stemming from Tracy dying and Ralphie being a nuisance in general. Tony also knew Ralphie changed his mind on letting Jackie live .

Thats the one I was saying as the out of the blue character change, abrupt unconnected scene of Phil in the bar just coming to the isolated conclusion thst he needs to end Tony and his family
