The audience that appreciates character design and layout first is the most sophisticated and refined one. It's not that they're better, it's just that that level of taste develops over time. You start out watching for flashy motion and action, and eventually learn to see the fundamental elements, until you're down to just the bare skeleton. You can compare it to how someone watching movies might start out mainly interested in plot and action. But over time, as they watch more and gain a better understanding, they learn to love character focused things, and eventually they move on from that to appreciating composition and editing and other lower level elements.

No. If shit was chopping along at 5 frames a second but looked like it was painted like the Mona Lisa would you like it? Or would you prefer something that looked simple but took month, or even years, of pain staking work to make the animation look fluid and believable.

That's the point I'm making. You don't NEED fluid animation to make a good animated product. Movement isn't as necessary as the autists in this thread are making it out to be. It depends entirely on the product being made, in the case of Brad Neely's shorts, movement was essentially non-concern yet the product suffered none for it. It doesn't look like a Disney movie, but it wouldn't be as charming if it did.
Movement in animation is negotiable. It is one part out of many in a finished product, the importance of which need not be elevated above the others or uncompromisingly considered absolutely essential to quality.
Why does Sup Forums get so heated over discussing animation? Do they feel the need to save 2D western animation by giving others a hard lesson or are they struggling animators themselves? Both?
Gundam 079 is a great starting point. Another great one is Zambot 3 but it's incredibly soul crushing.
The way spergs ITT are treating movement as sacrosanct come off like the French Academy of Arts turning up their noses at the impressionists because it wasn't conventional. As if animation can and must only be one way and not a malleable medium whose limits are only those imposed by the creator.

But good animation does require good drawing, and skilled animators can create better looking motions with fewer frames of drawing than an amateur.
Sup Forums is sometimes too focused on the number of drawings as a measure of animation quality. High frames reflects budget, not skill. There is a reason inbetweening is the entry level job for animation.
