Evil Con Carne is more about a Spy/Action-movie supervillain while this is more superhero based.
See, there are three classes of supervillainy, most of them based on who they face: The actual "super" villains, where characters like Brainiac or Thanos are. The ones with powers, gadgets, and bullshit that make them powerful enough to fight superheroes on a global scale (keep in mind there are two subcategories: global and intergalactic, global being where Black Hat and crew lay at the current time).
Then we get to the spy/action movie villains, like the supers, they can have a few gadgets or weapons that can destroy the world, but because no superheroes exist governments use spies or armies to fight them. This is where people like Hector Con Carne, Goldfinger, and Cobra Commander lay.
Finally, we have the "local" supervillains. Supervillains who are usually drug dealers, mob bosses, gun runners, things like that. With a larger amount of power they could become class 1 or 2 villains, but for the time being they're people like The Riddler, Doctor Octopus, and Ma-Ma.
