Coyote scene actually represents a lot. The Coyotes, wild animals, are completely out of place in a sprawling urban city like Los Angeles which is far from the "Wild". Just like Vincent, the hitman who is a Wild animal in the city of Los Angeles as the cold and lonely hitman. Both Coyotes and Vincent are predatory creatures and smart ones at that. The scene also comes in at a point within the film before all the characters and little storylines converge at the Korean nightclub so it's not a random scene at all. Though it does look like it was filmed very randomly and improvisational, maybe it is.

Also Collateral is Cruise's best film in case you wanted the question answered truthfully and objectively.
