Yes. It's essentially an examination of the loss of intimacy and the corrupting influences of human nature and society which are responsible for it. I've always found the idea of orgies hot but it's not remotely sexually appealing, at least for me, when it's there on screen. The whole scene gave me a strange sensation of apprehension and revulsion.

Well, that depends on your definition of orgy. There are parties that I have previously described where basically the "theme" of the party is sex, you hook up with anyone pretty much. Yes, there are rooms where more than two people are doing sexual acts.

So that doesn't really count as inconsistent behavior for multiple reasons:
1. She wasn't even dead at that point and
2. It was just Ziegler's problem, which is totally different from the masked orgy where it's clear there were tons of rich and powerful people there who would fuck Bill up if he didn't stop poking at their affairs.
He was concerned and trying to intervene with Bill after the masked orgy specifically because he was trying to keep things from escalating with those other powerful rich people. He trusted Bill to handle keeping things quiet when it came to his own business, but the orgy was way outside the scope of Ziegler's own business. And aside from wanting to keep his friend (and useful doctor acquaintance for times like at the Christmas party where he needs one to keep a prostitute from dying) out of trouble he also expressed annoyance over Nick the keyboard player having made him look like an asshole for recommending him, which hinted at his other motivation that Bill causing trouble with those elites would damage his standing with the group.

Fun fact: Kubrick was SERIOUSLY considering cutting the entire sequence where Sydney Pollack and Cruise are talking after the orgy, where Pollack basically info-dumps what the hell was going on at the orgy and spins the "bitch ODed" story to Cruise to get him to STFU after Pollack went to bat for Cruise to keep the other 1%ers from just killing him like they killed Nick Nightingale (the piano player who led Cruise to the orgy).
