It's not about her being black or female - but she's old and unattractive. For that TYPE of movie you need someone hot. I'm not criticizing her as actress. It's just that it's broad/dumb action with a chick in black leather.
2. There was no indication of what the "hook" was, or even a story, and the action displayed in the trailer looked like generic DTV shit from the 90's.

Villenovoovoozeula was already hired on to do Dune though, it's a passion project for him, he's the one whose been driving the efforts at getting ti made. He's also had several other critically acclaimed films, and 2049 is a cult classic. These aren't apples to oranges, he's not a first time director fumbling out of the gate

A Wrinkle In Time is 100% Devernay's project. She instigated it. It's a wholly unique take on the material spearhead by her. If it fails or succeeds, it will be entirely on her shoulders.
Blade Runner 2049 was a for-hire job. He delivered an exceptional quality product that was to order. Hence why he would be desirable for Dune or 007.
