So he decided to frame Hooded Justice for a series of child murders that Silhouette and Night Owl had been investigating prior to Silhouette's death. This was done because Eddie found the real killer (who was a circus strongman who molested/abused Hooded Justice as a kid) and used what he learned after killing him, to frame HJ for the crime. Then finally, set up Night Owl and Captain Metropolis by disguising himself as HJ and attempting to kill Night Owl, leading to HJ's being murdered by Night Owl while Captain Metropolis watched.
