This battle would take place on Earth. In this way both characters can count on the totality of their powers. The seriousness of both characters and their altruistic personality, would take the battle to some unpopulated place, say, a desert or one of the poles.
Both fighters are extremely powerful. However, while Goku is in his natural form, Superman begins by dictating the pace of the fight. Both try to hurt themselves with some of their energy attacks but, either by a laser vision or by a beam of energy ki, all these movements are easily avoided by their recipients.
Once received a severe beating in this first stage, Goku is forced to ingest one of his hermit seeds to recover completely. When they return from the edge of death, the Saiyajins do so with renewed and augmented forces; Knowing that his opponent is dangerous, Goku decides to transform into the first stage of Super Saiyan.
He has no control over Ultra Instinct. Even if he did, it doesn't activate instantaneously - like all of his transformations, he has to scream for a few seconds first.
In that span of time, Superman can hit him with literally millions of punches, and each punch is capable of collapsing a star.

In this culminating stage, the fight is more even. Both fighters do real damage and there is much less room for error. The Kryptonian begins to feel the real damage of the Saiyan warrior. In a desperate attempt to end the fight, he throws everything he has to Goku and buries him under an avalanche of blows, lasers and others, even taking him to the space hoping that it affects his opponent and surrenders, but he does not succumb to the situation.
Goku, tired of fighting and feeling the despair of Superman, transforms into saiyan two and pushes Kent to the surface of the planet, leaving him semi-unconscious in a crater generated by the strong fall.
Goku will lose at first but either somehow make a comeback before the end of the fight or become even more powerful for a rematch and then he could beat Superman. Being able to overcome his limitations is kind of the whole point of Goku's character.

Dodge almost unconsciously and fight at utmost defensive efficiency using UI making any sort of martial arts literally pointless

I honestly don't see Goku winning this fight unless he has foreknowledge of Superman's weaknesses, i.e. kryptonite or red sun energy. If he does, I bet Goku could blitz him. If he doesn't, even if Goku is faster I just don't see him being able to inflict enough harm on Superman, while every errant blow Supes lands will send Goku flying through mountain ranges.

Anime is always talk and no show, the best feats are still planet busting, the rips of reality were fairly small and that black hole thing was... ridiculous and weird, though Goku could only move his ki by resisting the "black hole" and not moving it, he had to blast the people who created it/manipulated it.
The fact that planet busting is still seen as dangerous, the fact that Goku fears needles and can get pierced by a bullet if he does not catches it is more than enough to classify them as glass cannons. Most martial artists in media are this.
