Let's face it, Mainframe was the peak of animation in Canada. Cutting-edge computer animation when the only American studios that could keep up were Pixar and PDI; Reboot, Beasties, Shadow Raiders, Weird-Ohs, Action Man, even Beast Machines looks great for their time. Canada should've just stuck to perfecting 3D since it's one of the few things in animation they're still consistent at.

Studios realized that they could make more money by not putting in any effort in at all and cut costs while selling airing rights to other countries who need a cheap show to pad out time. That's why Johnny Test aired and was as terrible as it was.
They do exist, but I'm not aware of them ever so much as touching any media industry by policy the very few times they got into power anywhere.

I'd say Canada's TV industry is doing pretty damn well considering Hollywood just can't stop filming in Vancouver no matter how many tax breaks Cali gives them.
If an exec has profits that stay the same (or even worse, decline), then they get kicked out. It's how these businesses work, the moment growth starts to stagnate then people start start getting fired. It's not exactly a particularly nice way of doing things but businesses are there to make money, not lose it.
