It was a stealth mission, not an assault like Beacon was. The plan was to empty the academy, grab the relic and kill the heroes, then blow up Haven and retreat. Attracting attention with a large deployment would go against that plan.

She played the fool to Qrow and Cinder by saying "lol no way fag, i'm not helping the good guys, Salem is too OP" while letting RWBY and MECH (Merc, Emerald, Cinder, Hazel) fight it out and Raven gets the Relic, reveals to be the Maiden and by the last episode goes "Lol just kidding i'm actually going to help the good guys"
But instead we will get a Raven only using the Relic and powers to protect her dirty camp-campers
Yeah, I was hoping for a more even fight against the White Fang, not a trope-heavy "HEROES RIDE IN AND SAVE THE DAY!" shit pile. It would have been far more meaningful if even with reinforcements, the untrained civilian faunus struggled and suffered heavy losses against the radical white fang.
