They were probably thinking they should make them look like they do in some of his comics appearances.
They look like shit though, and he only has them in the twoboot so they could easily have left them out and reduced the shittyness every so slightly
I'm not a huge fan of how they look either, but the placement itself is how they've been arranged in the comics before. I think overall they could have dialed down his makeup and props and come out looking closer to how he's supposed to be. They probably kept the headlights because it gives him something distinctive other than just being a different colored human.
