Sure, maybe, but this is one the three times we've seen Cinder genuinely unsure and afraid. The first one was Tyrian losing it on that Beowolf and the other was like...what, two episodes ago when she wasn't sure if Ozpin was still being alive was bad or not? Cinder can get revenge on Raven all she wants, but it shouldn't be now.
Cinder may be a lot of things but she's not actually stupid; as far as she knows, Raven's defeated her with basically zero effort at all, while she herself has been brought to her knees and panting. And then, even if she manages to beat Raven AND Yang, who'd likely get the maiden powers - she'll have to come back up and beat....all the other good guys up there, and that's not going to happen. But most importantly, Ruby, who upon realizing that Cinder has come back up and her sister is nowhere to be seen will go silver eyes on her even worse than when Pyrrha died and there's no way Cinder would survive that.
She'll lay low until she's sure everyone is gone. This isn't a fight she's won.

Seriously she thought it would only take 2 weeks to travel the length of a fucking continent, she lives away from civiliation on a small island with her dad, sister and sometimes uncle and none of them taught Ruby how to read a map or measure distance? Was she just too adorable to actually teach stuff and they just watched her stuff her face with cookies all day? Even worse is Ruby's so heart on sleeve mentality she seriously thought Yang didn't want her around anymore just because she spoke angierly to her, didn't look at her and didn't even bother talking to her after that. Man, if Ruby wasn't her mom's kid she'd be really screwed up in the head, more so than she is now with the hero complex and lack of care towards her own life she has.
Jaune's thing about "I don't care what happens to me, they're the ones who matter" even sounds like something Ruby would say no wonder they get along so well.

Ruby lives in a world where you'll be attacked by monsters from your nightmares if you go for a walk. She's been fighting with a giant sniper rifle / scythe / glaive since she was a little girl and is good enough with it to mow through dozens of Grimm and beat up hordes of grown men. She didn't go to a regular school, she went to a combat school. A school whose purpose is to turn you into the deadliest fighter possible and whose focus is probably more than 50% on combat with a lot of time spent fighting other people.
They should have been taught strategy and tactics, received training in survival and navigation.
The show doesn't really take any of it into account. They act as if the characters are regular people who live in the regular world and go to regular schools and they just so happen to be superhuman teenagers with super powers.
But that's not the case. The setting and the characters clash. And it's weird.
