However, I think that no matter the stage of development you are in - even if you are an adult - depending on your behaviour I may or may not consider you a human being.

Anyway, let's go back to the topic - if it comes to fetuses - of course, the human body is there. There is no human mind inside, though. The fetus does not even know it's alive. That's the diffirence between several human development stages. And it's a big one, I daresay.
