Actually it's a funny story. Back when pen ward was in school, James Baxter was doing an animation demonstration and was asking what to animate. Someone asked to have him animate a horse balancing on a beach ball. He declined that time but Pen remembered it and years later asked him to animate it for his show. A lot of the students at the time got to know James Baxter which is why he would do animation for their shows like gravity falls, adventure time, and regular show.

I don't think it's an effect, but I'm always glad to see someone else bring it up. It's just because they don't like animating with textures so the painted BGs and the animated portion are going to look different because they select a color from the painted part and use it solid, and sometimes even when they use texture it's different looking because it's drawn and animated separately away from the BG. It also happens in HD computer animation, I've noticed.

I don't know if it's universal but I remember hearing Tom Cook say once that when animating He-man it was out of their control on things like that because they used different types of Cells for fixed backgrounds vs animated objects and the paints just showed up different on them, like the exact same color would look slightly different no matter what they would try to do to it.

James Baxter animated a bit of the Regular Show series finale, but because CN was giving them 2/5ths production time because they were trying to get the show off the air ASAP, James Baxter's animation wasn't even able to be traced and made digital in time so they had to cut some frames out, it's a damn shame and it makes it look really shitty. The sad thing is James Baxter kept wanting to do something for RS, and when he finally got to it got butchered.
Here's James Baxter's work before it was made digital.
I think they just used flash to its full TV budget extent, the first few episodes are pretty rough but they got decent animators on the show over time, nice attention to detail too.

Wander Over Yonder has a very classic look, and that's what mostly helps it. If you look between the clips, you can certainly see some of the modern things people around here shame cartoons for, but for it's classic slapstick and designs and their knowledge of what to put effort into like not giving a fuck about really detailing Hater's ship interiors to care more about how everyone animates, it really does come across feeling like a classic CN power puff girls like show.
