Unfortunately, you can blame Disney for that. They weren't on the production committee for Heroman, but they apparently put enough funding behind it to have exclusive US rights to the anime. They made a test dub in anticipation of a Disney XD broadcast, then for some reason passed on it.
There actually *is* a full english dub which aired in southeast Asia, but no one ever recorded it outside of a commercial or two which verifies it exists.
