I think it's just a "generic cartoon face" that is mildly shaped to fit male or female. Like all the characters have the same shaped head and roughly the same features. Sort of like he learned the basic anatomy of how a cartoonish head should look and then didn't bother to progress further and understand the fundamentals to where he could vary them up with confidence.
